In a recession, ladies and gentlemen, government must spend. It is the reality of our great western economy. Government must employ the middle class, government must increase social subsidy like child care and welfare. In an economic slow period government must assist in fiscal stimuli that nudges the economy. We have nudged some things and some things we have picked up and carried until we have broken the back of our municipal budget. We have handed the bill to the business owner and the home owner and its not fair. We must be more creative in the generation of new city revenue. This administration will be the administration that creates jobs in the private sector.
